Texting while driving? The ticket costs more than you think.

It's illegal to text and drive in most states, and law enforcement agencies are developing more sophisticated ways to spot offenders. What's more, that ticket may end up costing you hundreds.?

In most of America, it's illegal to text and drive. Today, 39 states and the District of Columbia now have laws on the books forbidding the practice. Chances are, you live in one of them.

The problem for police?officers?is that such laws can be difficult to enforce. Even though texting constitutes a primary offense in most instances (meaning that drivers can be pulled over solely for breaking that law), officers have to witness a motorist in the act of texting. That means that in the 29 states where it's okay for drivers to use a handheld cell phone, officers have to observe a driver interacting with a device long enough to ensure that they're not fiddling with music or doing something else that might be considered legal.

The Department of Transportation recently announced pilot programs in Connecticut and Massachusetts "to develop and train police officers on better methods for spotting drivers who are texting, and to develop media techniques that alert the public to the perils of texting and driving". Although Secretary of Transportation Ray LaHood admits that "there is still much work to be done" in the area of enforcement, programs like this should soon give officers new tools to catch offenders.

Which is to be expected. Distracted driving is a huge problem in the U.S. and elsewhere, and as smartphones and in-dash?navigation?screens become ubiquitous, the problem's only going to get worse. In fact, perfectly sensible people text and drive -- including?nearly one-third of your commuting colleagues.?

So, given that texting is a growing problem and enforcement is ramping up, it's likely that you or one of your friends will soon get busted for LOLing and OMWing in traffic. How does that affect your wallet?

First, there's the cost of the ticket, which varies from state to state, depending on the base charge, court fees and other expenses. As an example:?Online Auto Insurance?(OAI) reports that the base fee in California is $20, but after adding on all the ancillary costs, texters leave the courthouse a staggering $336 poorer.

Then, there's the question of insurance. OAI secured three quotes for a hypothetical driver: a 25-year-old single male, living in New York, driving roughly 10,000 miles each year in his?2008 Honda Civic?DX, with one texting ticket on his record.

In one scenario, the violation didn't cause the quote to?change?at all: the hypothetical driver paid the same with or without the ticket. At the other two insurers, however, rates jumped 9.1% and 10.5%.?And although OAI didn't explore the issue, chances are that a second texting ticket would likely have even more dire consequences for the insured.

Of course, we'd be remiss if we didn't point out that OAI makes its money by brokering?auto?insurance policies for drivers. In other words, it's in OAI's best interests to make drivers aware of discrepancies in insurance rates, since that encourages new business.

That said, we're not surprised by the findings. In fact, we're a bit surprised that the difference in quotes wasn't a bit more dramatic for those with texting tickets on their record.?

Should Small Businesses Get New Top-Level Domains? | World ...

Small businesses are facing a big choice when it comes to their Web presence.

The Internet Corporation for Assigned Names and Numbers, or ICANN, is accepting applications for the chance to create and manage new top-level domains?the part of the Web address to the right of the dot, like ?com? and ?org.? People who manage websites will have the chance to acquire addresses at those new top-level domains, also known as TLDs.

Many Web veterans argue that the new addresses are a potential boon for small companies. Businesses will be able to get TLDs that better reflect their brand?perhaps ?.food? for restaurants or ?.realestate? for brokers?and let them do better marketing. There?s also the chance that the new TLDs may offer better security protections or even vet the sites that use the domain.

Critics, though, say the new addresses will cause confusion for customers and headaches for businesses. Marketing a new TLD will take precious money and time, they argue, and there isn?t a big demand for existing

niche TLDs to begin with.

Yes: More Choices Can Pay Off

Not investing in a new top-level domain is like pining for the good old days when your only telecom option was a black Ma Bell telephone, or you could watch only the three broadcast networks. The new TLDs will offer small companies a bounty of new choices and promise to deliver innovations that improve security and marketing online.

Let?s start with choice. Right now, there are more than 100 million ?.com? domain names. That means it?s likely that the ideal name for a small business is already taken. I know my name, www.kevinwilson.com, is already taken by a real-estate agent in Denver. I?m sure he?s a nice guy, but he?s not me.

As things stand, I have to come up with a ?.com? name that?s confusing for me and my customers, something like kwilson1437.com. With a new TLD, I can choose a name ideal for me and my customers without having to force something available to work?for instance, www.kevinwilson.cfo.

New Possibilities

These new, specific TLDs will also give small firms the chance to tell customers what they?re about. Think of how much more information a business is giving customers, both online and in printed materials, when its address ends in ?.travelagent? or ?.restaurant? instead of just ?.com.?

The marketing possibilities will get even more interesting than that. Some companies that manage the new TLDs will likely limit access to certain types of websites. An address like ?.realestate,? for instance, might be open only to people whose broker license is up-to-date. That will be a boon for people like Kevin the real-estate agent in Denver, since the address immediately tells customers something crucial about his business.

If your TLD has those kinds of conditions attached, it also means you can put distance between your site and ones you don?t like. Don?t want porn near you? There won?t be any at site if the TLD operators vet businesses and remove ones that don?t meet their criteria. There is a good chance, in fact, that some TLDs will end up with the same exclusive appeal as an address on Rodeo Drive or Fifth Avenue.

On top of all that, some companies that manage the new TLDs are also likely to offer security features that cut down on the risk of things like phishing and denial-of-service attacks.

It?s Up to the Companies

Critics argue that all the new possibilities will cause confusion. What?s wrong with confusion? Having to choose one toothpaste is less confusing, but is it better? Of course, you can stick with what you have. You can still use black Ma Bell phones, drive Model T?s and watch one channel on TV. Others will use innovation to meet client needs more effectively.

Likewise, some companies will do a better job than others of making their investment pay off. Some businesses will pay a lot for marketing, infrastructure and overhead. Some will pay a little. The return on investment is a function of the business plan.

Critics also fret about marketers that try to get small companies to buy up a company name across a host of TLDs, such as ?mycompany.myniche,? ?mycompany.myindustry? and ?mycompany.mylocation.? The pressure to get anything of value causes pressure. If a small business learned that there was land suddenly available next door to its headquarters, wouldn?t that cause pressure? Small companies can choose to get their company name, or they can choose not to get it. It?s up to them.

Also, keep in mind that if their company name is trademarked or otherwise protected, ICANN can help prevent the name from being sold to others.

Finally, there?s the argument that small companies mostly aren?t using the narrower TLDs that already exist. But each TLD that is narrow and restricted still has registrants who register and renew year after year.

These new options will bring up new challenges. Small companies will have to find ways to use their new choices to their best advantage. But that?s an improvement over the absence of choice we face right now.

Small-business owners work on slim margins. Every penny counts. That?s why investing in new top-level domains for company sites is a bad idea.

The cost of buying individual domains is not exorbitant in itself. Nor is the cost of switching over an existing site to a new TLD. But when a small business makes that change, it must couple the move with a marketing campaign letting customers know of the new address and why it means something of value to them.

The company has already spent time and money establishing the goodwill of the original site. Will the incremental returns on promoting the new site match the original investment? It?s very doubtful. More likely than not, consumers will simply be confused.

Bad Addresses

But isn?t part of the sales pitch for the new TLDs that they make marketing easier? That it?s simpler to reach the customers you want if you have ?.myniche? as part of your Web address instead of the generic ?.com??

The answer: We?ve tried this already. It doesn?t work.

There are already 22 narrowly focused dot-addresses around, and the majority are flops, including .coop, .aero, .travel, .jobs, .museum, .pro, .name and .tel. They?re virtually unused by businesses and unrecognized by consumers. Saying that thousands of new ones will fare any better is sheer speculation; it?s also sheer speculation to say that the flurry of new TLDs will bring about technical innovation.

And what happens if the outfit managing a TLD goes belly-up? A cash-strapped small business that has bought an address in that domain has to invest yet more money to reroute customers someplace new and tell them about the move.

Those who support the flood of new TLDs also argue that there?s a scarcity of addresses available for the familiar .com TLD. But are small-business owners abandoning the Internet because they can?t get the domain names they like? If anything, small businesses are relying more heavily on the Web than ever, whether or not they can get the exact .com name they want.

The Heat Is On

This leads to an unsavory part of TLD marketing. Small businesses have already been victimized by marketers trying to sell them loads of Web addresses?a process that will only intensify with the introduction of new TLDs.

Domain-name sellers insist buyers should fear losing customers to competitors or scammers trading off their brand name. For example, if a small business owns only mycompany.com, domain-name sellers constantly remind it that there?s nothing to prevent a competitor from buying mycompany.net or mycompany.org and rerouting customers to their sites.

While the small-business owner may be able to sue for trademark infringement or cybersquatting, that?s expensive. So it?s cheaper for the small business, according to domain-name sellers, to simply buy every available mycompany address. Just imagine the pressures small businesses will face with more than 1,000 TLDs out there.

For an idea of the costs involved, consider this example. I recently searched at a popular domain-name seller to find Web addresses for a company name I invented. Mycompanyname.net was available for $9.99. Very reasonable. Immediately under the offer, however, was a string of 10 other TLDs?mycompanyname dot something else?for an additional $67.91. The seller also listed .mx (Mexico) and .ag (Antigua and Barbuda) for $159.98.

In fact, if I bought everything on the list, it would cost $620.44, assuming I didn?t want premium setups with extra features; those would cost between $1,588 and $29,850. And that?s before additional costs to hide my private registration information from snoopers and other add-ons.

The bottom line is this: Small businesses have not asked for more TLDs, and they would not benefit by acquiring them.

"The Federal Communications Commission today adopted revised rules to enable Wireless Communications Service (WCS) licensees? to use a total of 30 megahertz of underutilized spectrum in the 2.3 GHz band for wireless broadband services, while protecting the adjacent Satellite Digital Audio Radio Service (SDARS) operator Sirius XM Radio Inc. (Sirius XM) against harmful interference. Today?s action continues the FCC?s efforts to remove the regulatory barriers that are limiting the flexible use of spectrum for broadband services.

The revised rules are consistent with a compromise proposal between AT&T Inc. and Sirius XM designed to facilitate the efficient deployment and coexistence of the WCS and SDARS.?

34 Yr Old Ex-Apple Engineer Bought NBA Team - Business Insider

Yesterday in New York, the NBA board of governors approved the sale of the Memphis Grizzlies basketball team to a 34-year-old former Apple engineer.

Robert Pera, the CEO of Ubiquiti Networks, won't officially join that exclusive club of 30 team owners for a few more days.

He still has to finalize the transaction with Michael Heisley, the 75-year-old Chicago billionaire who currently owns the Grizzlies, although no hitches are expected.

NBA approval was regarded as the last major hurdle, and the league board of governors? vote this morning was unanimous.

Associates of Pera, who will become the second owner in the Grizzlies franchise's history, say he's not talking publicly until he finishes things with Heisley.

But NBA Commissioner David Stern has already talked up Pera following yesterday?s vote.

?We are delighted that the NBA?s Board of Governors has approved Robert Pera?s purchase of the Grizzlies,? Stern said. ?Robert will no doubt bring great energy and passion to the franchise. He has assembled an ownership group with very strong local ties, and we anticipate that their commitment to the Memphis area will greatly benefit both the team and the community."

Pera has assembled about a dozen co-partners who will own a slice of the Grizzlies with him. Pera will own less than 50 percent, but he?ll be the controlling owner of the Grizzlies ownership group, which will include Justin Timberlake, AutoZone founder Pitt Hyde, NFL quarterback Peyton Manning, and others including local Memphis businessmen.

Pera is not expected to be a Mark Cuban-type owner of the Grizzlies. So who is he? For starters, he founded a communications technology company, Ubiquiti Networks Inc., and took it public a few years ago.
He?s single, is said to live modestly despite being a multimillionaire and splits his time between Asia and Silicon Valley, where Ubiquiti is headquartered.

According to one analyst, he?s the kind of CEO who?s more into products and innovation than operations and finance.

He loves basketball. He plays pickup games regularly and is reportedly a walking encyclopedia of NBA stats.

Based on the terms he?s agreeing to for the Grizzlies, he?s not buying the team to make money. He?s agreed to keep the team in Memphis, where its home arena is FedExForum, for 15 more years or pay a huge fee if he moves it early. He?s also giving the local owner partners first right to buy the team if Pera wants to sell it ? and for them to have the right to buy it at the price Pera paid.

Measuring molecules with the naked eye: Chemists' innovation may be a better model for disease diagnostic kits

ScienceDaily (Oct. 25, 2012) ? When someone develops liver cancer, the disease introduces a very subtle difference to their bloodstream, increasing the concentration of a particular molecule by just 10 parts per billion.

That small shift is difficult to detect without sophisticated lab equipment -- but perhaps not for long. A new "lab on a chip" designed by Brigham Young University professor Adam Woolley and his students reveals the presence of ultra-low concentrations of a target molecule.

As the BYU researchers report in the journal Analytical Chemistry, their experiments detected as little as a single nanogram -- one billionth of a gram -- of the target molecule from a drop of liquid. And instead of sending the sample to a lab for chemical analysis, the chip allows them to measure with such precision using their own eyes.

"The nice thing about the system that we have developed is that this could be done anywhere," Woolley said. "Somebody could put the sample in, look at it, and have the result they need."

The trick is to line a tiny pipe with receptors that catch a specific molecule and allow others to pass by. When a drop of liquid is placed on the clear chip, capillary action draws the fluid through the channel, flowing up to one centimeter per second. As more of the target molecules are snagged by the receptors, the space constricts and eventually stops the flow.

How far the sample flows is a direct indication of the concentration of the target molecule (higher concentration = shorter distance, lower concentration = longer distance).

"The accuracy gained with this system should make it competitive with more expensive and complicated immunoassay systems," said Chuck Henry, a chemist at Colorado State University who was not affiliated with the project.

Woolley and his students hope their prototype will work as a blueprint for making inexpensive diagnostic tests for a variety of diseases and genetic disorders.

"There are a lot of molecules associated with diseases where concentrations around a nanogram per milliliter or less in blood are the difference between a disease state versus a healthy state," Woolley said.

Four students worked on the project, led by graduate student Debolina Chatterjee of New Delhi, India. She and fellow grad student Danielle Mansfield mentored two undergraduates on the project, Neil Anderson and Sudeep Subedi.

The experience helped Anderson gain admission into law school at Cornell, where he is studying patent law. Subedi is completing a degree in clinical laboratory science and plans to eventually return to his homeland of Nepal and help establish better medical infrastructure.

The online vault at SI.com contains all sorts of treasures that no one has the time to search for.? Fortunately, one of our readers had both the time and inclination to find an article that I vividly recall reading at at time when I was younger than my kid is now.

In 1979, Sports Illustrated pondered the future of pro football.? Here are some of the quotes, each of which were followed by comments from Frank Deford that best can be described as pre-Internet snark.

?In the year 2000, there won?t be any contact below the waist.? ?Bum Phillips, Head Coach, Houston Oilers.? (Said DeFord in response, ?Yeah, O.K.?)

A dozen years after 2000, Bum?s vision has yet to come to fruition.? But it?s moving in that direction.? And it could take another big step there in the offseason, after the 2011 hit by Bills receiver Stevie Johnson on Chiefs safety Eric Berry and the hit from earlier this month by Jets guard Matt Slauson on Texans linebacker Brian Cushing.

?Players will look a lot different: lighter equipment, more formfitting shoulder pads, a different type of helmet, soft rib pads.? ?Dan Rooney, President, Pittsburgh Steelers.

Of course, we won?t notice any of those differences this weekend when the Steelers play; we?ll be too distracted by the prison bumblebee throwback uniforms.

?It?s a very tough, very hard game, and I think more and more it?s going to be played by the so-called underprivileged. It?s too tough, too physical a game for a society that?s become so affluent. Kids can get the same great cardiovascular exercise from soccer.? ?Marv Levy.

That?s the argument that has been raised in the wake of the new sensitivity to concussions.? Football could become a way out for the have-nots, and the best of the best eventually will entertain the haves and the have-mores.

The article, after the parade of quotes, focuses on Byron Donzis, a then-47-year-old inventor who had developed a flak jacket and who had all sorts of other ideas (some crazy, some sane) about the future of pro football, from an equipment standpoint. But Deford eventually focuses on broader assessments of the game.

?The feeling is that rosters will grow, but the schedule will not (you believe that?), and that the NFL won?t expand abroad because the foreigners wouldn?t be sufficiently interested in an American game played by Americans,? Deford wrote. ?No, even in 2000 the referees won?t use TV replays to assist them in making their calls.?

It?s an intriguing article. And it makes us wonder how different the NFL will be in another 33 years. Feel free to drop some ideas below.

An Intro To Probiotics & Fermented Foods | Brian-Speaks

Yesterday I had such an amazing opportunity, I got to share with the world a brief tidbit of my passion for gut health, probiotics and fermented foods. While I was a bit nervous to start I think it came of clearly and I got a quick chance to spread the word. I can?t say enough how important these friendly micro organisms are for our overall health and I will be adding some resources that I believe will help you learn more about them. For now enjoy this short interview I did on Texas Living on the way, why and how.

What Are Probiotics?
Helpful bacteria that live all around us and make up a huge piece of the digestive process. They help do many functions including assimilation and utilization of food to helping regulate our immune system, which is largely located in the gut. The average healthy adult has anywhere from 3-4lbs. of bacteria (good and bad) in their digestive tract.

Where Are They Found?
They are all over, but we get them mostly from probiotic rich foods like properly fermented vegetables, milk products like yogurt and kefir as well as fermented drinks such as kombucha. Every culture typically has some type of fermented food that accompanies as meal; the Japanese eat miso or natto, the Germans eat sauerkraut, the Koreans eat kimchi. Unfortunately we have lost these traditions in our current food system which in turn has comprimised our digestive health.

How Can You Benefit From Them?
Start slowly, if you?ve never used or eaten probiotic rich foods before or supplemented with them once every day to couple of days. If you do not have any negative reactions (bloating, gas etc) continue to slowly up your intake to a few times per day. Examples of proper servings include 4oz kombucha, 2 tablespoons of sauerkraut, 1/2 cup yogurt. I consume fermented foods at least twice daily or use a supplement.

Kombucha: Black tea cultured with sugar consuming friendly bacteria. Make your own for cheap! Or I like larger brands like GT?s Synergy as well as those smaller and local to me in Texas.

Atchara: This is a product that took a while for me to get used to but absolutely love now, fermented green papaya.

Egyptian father: Daughter punished for not veiling

LUXOR, Egypt (AP) ? A teacher in southern Egypt punished two 12-year-old schoolgirls for not wearing the Muslim headscarf by cutting their hair, the father of one girl said Wednesday, in an incident that stokes concerns over personal rights following the rise of Islamist political movements.

The governor of Luxor province where the incident occurred called the teacher's actions "shameful" and said she had been transferred to another school. But rights groups say that some Islamic conservatives have been emboldened by the success of groups like Muslim Brotherhood and the ultraconservative Salafi trend in parliamentary and presidential elections and have been increasingly brazen about forcing their standards on other Egyptians.

The incident follows a surge in legal cases against Egyptians, mostly Christians, who allegedly showed contempt for religion.

It also comes amid a fierce debate over how the role of religion will be defined in the country's new constitution. The preponderance of Islamists on the panel drafting the document has alarmed liberals and religious minorities.

In the village of Qurna in Luxor province, 500 kilometers (300 miles) south of Cairo, father Berbesh Khairi El-Rawi said the teacher forced the two girls to stand with their hands above their heads for two hours and then cut their hair in their school.

He told The Associated Press that he filed a complaint after the Oct. 10 incident with the prosecutor's office in Luxor. He had no further comment.

The prosecutor's office declined to comment on the case. Provincial governor Ezzat Saad confirmed the teacher had been transferred for a "shameful" act but did not otherwise comment.

The teacher, Eman Abu Bakar, could not be reached. She told the Egyptian semi-official newspaper al-Ahram that the amount of hair she cut off of the girls' heads "did not exceed two centimeters" (one inch).

Abu Bakar was quoted as saying she only resorted to cutting her students' hair after warning them repeatedly to cover their heads. After these repeated warnings, a student handed her a scissors from his bag, and that he and other students asked her to "implement" her threats.

In a photo published by Al-Ahram, Abu Bakar is shown wearing the niqab, a garment that covers everything but a woman's eyes.

Most Muslim women in Egypt wear the headscarf, but increasing numbers now wear the more conservative niqab.

Ziad Abdel Tawab of the Cairo Institute for Human Rights said the incident was alarming but not surprising.

"Whether in schools or outside schools, the general sentiment is that any abusive action, if it is justified as protection of Islam, is tolerable," he said.

Poll: Obama's lead over Romney with Florida's Hispanic voters tightens

Mitt Romney is closing the gap on President Barack Obama among likely Hispanic Florida voters, a majority of whom say they?re not better off than four years ago, according to a new Florida International University/Miami Herald/El Nuevo Herald poll.

Obama is ahead of Romney 51-44 percent among Hispanics, a relatively narrow lead that could spell trouble for a Democratic campaign that?s counting on minority support as non-Hispanic white voters flock to the Republican ticket in droves.

In the rest of the country, however, it?s a different story for Obama when it comes to likely Hispanic voters.

The president wallops Romney 66-31 percent overall across the U.S., according to the poll?s national survey of 1,000 likely Hispanic voters. It was taken Oct. 10-11 along with the 720-voter poll in Florida.

The difference here: Cuban-American voters, who are overwhelmingly Republican and who appear to be increasingly excited about Romney?s campaign.

?What?s remarkable is the demographic split in Florida: Puerto Rican and Dominican and other Hispanic voters trust Obama. Cubans just don?t,? said Eduardo Gamarra, an FIU professor of Latin American studies who conducted the poll with his political research firm, the Newlink Group.

In the national and Florida surveys, Cuban voters consistently gave Obama low marks on handling the economy, immigration and foreign policy. Puerto Rican and Dominican voters said the opposite.

Momentum from Cuban voters could help other Republican candidates on the Florida ballot, particularly in South Florida.

Take out Cuban voters, and Obama wins Florida Hispanics 64 percent to Romney?s 33 percent, according to the poll, which has a 3.6 percent error margin.

Overall, 54 percent of Florida Hispanics said they were not better off than four years ago, compared to 46 percent who said they were. That?s not just a reflection of Cuban sentiment; it?s an indication of Florida?s unemployment rate, which is higher than the nation?s. And Hispanic unemployment is higher still. The number of Hispanic children living in poverty now exceeds the number of non-Hispanic white children, even though Hispanics are a minority.

Nevertheless, Obama edges Romney 51-48 percent over who would better at fixing the economy. He also pulls ahead of Romney 53-47 percent over handling foreign policy and 55-44 percent concerning immigration.

Asked if Obama had ?fulfilled his promises to the U.S. Hispanic community,? 51 percent said no.

That could be a legacy of Obama?s 2008 pledge to pass the pro-immigrant DREAM Act in his first term. It failed in the U.S. Senate thanks to a Republican filibuster.

The nation?s most-influential Spanish-language TV personality, Univision?s Jorge Ramos, made Obama?s failure a major issue last month during a nationally-televised forum at the University of Miami.

?A promise is a promise, and with all due respect,? Ramos said, ?you didn?t keep that promise.?

Obama seemed to agree later when asked what his biggest failure was: ?Well, Jorge as you remind me, my biggest failure has been comprehensive immigration reform.?

The Obama lead is far bigger in the national poll of Hispanic voters ? and would be bigger in Florida were it not for Cuban voters like L?zaro Sierra, a 73-year-old Republican who came to the U.S. four decades ago.

Mike Holmgren not attending NFL's Tuesday vote on Jimmy Haslam's purchase of Cleveland Browns

CHICAGO -- Browns President Mike Holmgren has not accompanied Jimmy Haslam to the NFL owners' meeting here, where Haslam will be approved today as new owner of the Browns, team spokesman Neal Gulkis said.

Originally, Holmgren had planned to attend. Gulkis said he didn't know why Holmgren decided not to come.

Likewise, former Eagles President Joe Banner, who's set to join Haslam in Cleveland once the transfer of ownership is complete,will not be here. Banner's role with the team will be defined shortly after Haslam takes over, and Holmgren's status could be determined at that time.

Haslam said recently he didn't plan to discuss personnel changes until after the season. Haslam was stopped briefly by reporters on his way into the hotel and said he was excited about the big day. He also said he wasn't sure of the process.

"I'm a rookie," he said. As for his new team, he said, "We've got a lot of work to do."

Haslam's approval requires a three-fourths vote, or 24 of 32 teams, but Steelers owner Art Rooney II told the Plain Dealer he thinks it will be unanimous.

?The only question some owners might have is that Haslam is still in the process of divesting his 12.5 percent stake in the?Steelers. Rooney said the club hopes to sell Haslam's shares to existing stockholders, and that the process will ?take several months. He said Haslam will have dual ownership during that time, but that the NFL's Finance Committee has worked out an agreement whereby Haslam wouldn't be privy to any Steelers information during that time.

"It won't be a problem,'' said Roonye II.

Current Browns owner Randy Lerner, who will retain a 30 percent share in the team, will not attend the meeting.

Casting the vote for the Browns will be?Executive Vice President of Business Operations Bryan Wiedmeier. He and Neal Gulkis, Vice President of Media Relations are the?only two members of the Browns in attendance.

Haslam is not permitted in the room during voting, which will take place in the morning.

Maldives committed to carbon neutral aims despite political uncertainty thumbnail

The government says it remains committed to pursuing the previous?administration?s carbon neutral ambitions?despite recent political tensions reportedly affecting investment potential for such schemes.

Environment Minister Dr Mariyam Shakeela contended that some of the programs presently being undertaken by her ministry had started seven years previously ? before Nasheed came to power ? and were being adhered to on the grounds they would benefit the nation.

?We are continuing with the carbon neutrality program,? she said. ? We are giving it our best shot.?

Former President Mohamed Nasheed, who?alleges he was forced to resign under duress back in February of this year, ?claimed that resulting political tensions from his ouster had all but ended hopes of?achieving these aims. ? Nasheed aimed to position himself globally as a?high profile advocate for?pursuing? carbon neutral?developments.

However, as the Maldives commits itself to a new US$138 million project that it has claimed within five years will generate 16 megawatts of renewable energy, one regional environmental organisation has called for greater collaboration between Indian Ocean nations to drive sustainability.

Mumbai-based NGO, the Centre for Environmental Research and Education (CERE) has told Minivan News that despite being a small island state, the Maldives stood as a good indicator of how other larger nations could scale up its programs to successfully undertake green initiatives.

?Maldives needs to assume a bigger role in the sustainability dialogue with India and a clear road map on how this will be achieved has to be stipulated,? CERE stated, pointing to the key commitments it hoped to see from the present government.

The comments were made as the Maldives Energy Authority yesterday told local media that once the US$138 million project became operational, ten islands within the country would be entirely powered with renewable energy. The ministry contended that a further 30 percent of the total energy demands of 30 islands would be ?converted? to renewable energy.

Minister of State for Environment and Energy, Abdul Matheen Mohamed, that a so-called Sustainable Renewable Energy Project (SREP) was also set to be conducted on 50 islands with assistance from organisations like the Climate Investment Fund as part of wider national sustainability commitments, according to Haveeru.

Environment Minister Dr Shakeela confirmed to Minivan News today that the SREP scheme was directly related to the the?Scaling-Up Renewable Energy Program devised under the previous government of former President Dr Mohamed Nasheed.

Some of the key minds who helped devise the?Scaling-Up Renewable Energy Program?(SREP) for the former government said?earlier?this year that the project had fallen through after political instability following February?s controversial transfer of power had deterred potential investors in the scheme.

Dr Shakeela, who was in Hyderabad, India, for the 11th Convention on Biological Diversity confirmed that the project had been within the Economic Ministry before she retrieved and reviewed the plans.

?I worked on it with the World Bank, the Asian Development Bank and the IFC and it has now been finished it,? she said.

?I think it is important [to understand] that our ministry does not categorise projects according to who has [initiated them]. Our plan is to continue them with all the policies and programs as long as they are not detrimental to the economy.?

The government of President Dr Mohamed Waheed Hassan has previously stressed?that it was committed to ?not completely? reversing?the Nasheed?administration?s?zero carbon strategy: ?What we are aiming to do is to elaborate more on individual sustainable issues and subject them to national debate.?

As well as committing to trying meet the carbon neutral goals of his predecessor, President Waheed has also announced plans to try making the Maldives the world?s largest marine reserve within the next five years five.

Eco-challenges

Addressing the Maldives? ongoing eco-commitments, CERE claimed that the main challenge for carbon reduction developments both in the country and around the world was to show sustainability projects could actually be synonymous with?economic?benefits.

CERE Co-Foounder Kitayun (Katy) Rustom claimed that the organisation continued to try and advocate green strategies that defied traditional perceptions of sustainability beng seen as ?anti-development? or ?anti-growth?.

?It is necessary for all of?countries to realise that our window of opportunity for carbon reduction is only till 2020 ? after this it will be next to impossible to mitigate the disastrous and irreversible?impacts of Climate Change,? she claimed.

?The key challenge is?to see carbon reduction as a positive economic initiative.?

Rustom said that the Maldives? ongoing commitments to try becoming a carbon neutral economy were well publicised in India and reflected a ?commonality of purpose? between the two nations.

?India is one of the most vulnerable to climate change especially with respect to sea level rise ? just like the Maldives ? since it has?a 7,500 km long coastline and even a one metre rise in sea levels will submerge an estimated 5,700 square kilometres displacing millions of people,? she added.

?Of course, there are a host of other catastrophic impacts that climate change will have on our country. India does not see itself as any different from the island states in the Indian Ocean and it understands the need of working on a united platform.?

Rustom added that she ultimately hoped for much more defined collaborations between the authorities of Indian Ocean nations in future.

?A cross-sharing of carbon reduction strategies?need to be encouraged and formalised in which?quantitative?targets need to be spelt out. The Maldives needs to assume a bigger role in the sustainability dialogue with India and a clear road map on how this will be achieved has to be stipulated,? she said.

?Perhaps the Ministry of Environments of both countries can set up a Indian-Maldivian Committee to?work on this mission and lay down specific goals.?

Earlier this year, former President Nasheed?s Climate Change Advisor ? UK-based author, journalist and environmental activist Mark Lynas said that owing to the controversial nature of the transfer of power that bought the present government to power, he was?skeptical?of its ability to take prominent stands on sustainable?development.

Lynas claimed that the loss of ?democratic legitimacy? in the Maldives had destroyed its ability to make a moral stand on climate change-related issues, and be taken seriously.

?I think that the Maldives is basically a has-been in international climate circles now,? said?Lynas, who drew a monthly stipend of Rf10,000 (US$648) for expenses whilst serving in his position.

?The country is no longer a key player, and is no longer on the invite list to the meetings that matter. Partly this is a reflection of the political instability ? other countries no longer have a negotiating partner that they know and understand,? he said.
